What is the TIP?

The Transportation Improvement Program (TIP) is a five-year plan for Hillsborough County that helps bring maximum, positive impact to YOU, the community. The Hillsborough Transportation Planning Organization (TPO) develops it for the purposes of evaluating and prioritizing transportation projects proposed by local governments and the community. Projects in the TIP must also be consistent with the Long Range Transportation Plan (LRTP) 20-year vision. The state requires the TIP to be updated annually and is subject to approval by state and federal reviewers. 

The TIP is a critically important plan for the community- not only because it ensures we are striving to achieve the vision laid out in the LRTP, but because only projects listed in the TIP are eligible for funding from the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). Regionally significant projects, regardless of how they’re paid for, also need to be listed in the TIP.

What is a TIP Amendment?

The TIP is subject to revision via Modifications or Amendments. The purpose of these revisions is to make sure the TIP is consistent with the Florida Department of Transportation (FDOT) Work Program. TIP revisions need to be processed from time to time to add or delete a project from the  FDOT Work Program that is not yet in the TIP/STIP. There are two types of revisions: Modifications and Amendments. 

  • TIP Modification -Minor changes to project costs (i.e., less than 20 percent and $2 million), changes in funding sources or project dates for previously included projects. These are approved administratively. 
  • TIP Amendment- Major change- including addition or deletion of a project, project cost increase (more than 20 percent and $2 million), or change in design concept or scope 
  • Roll Forward Amendment- The FDOT Work Program is processed by the TPO around April – May and approved by the Board in June. This TIP will become effective October 1 for the following year. Sometimes, when a new project is added to Year One, this project will appear in the new TIP, but it is not recognized by FHWA until October 1. This becomes an issue between July 1 and September 30, when FHWA does not yet recognize the new TIP as being in effect and the project requires federal authorization prior to October 1. Such projects need to be added to the TIP as Roll Forward Amendment to receive funding.
