Project Overview

This study will provide an analysis of development trends affecting current and future development in the Wimauma area, and with community input, will result in an update to the Wimauma Community Plan and the Wimauma Village Residential-2 land use category. WVR-2 Ordinances

This information was provided to the Board of County Commissioners (BOCC) for consideration on October 14 during which the BOCC voted unanimously to adopt the Wimauma Community Plan Update, the WVR-2 Future Land Use Amendment and corresponding Land Development Code with changes.

September 18, 2021 Community Meeting

Planning Commission Staff held a multi-session public meeting at the Wimauma Civic Center on Saturday, September 18, 2021 to recap and discuss the Board of County Commissioners public hearing that was held on August 12, 2021. There was an option to participate in person or virtually.

July & August, 2021 Public Hearings

A public hearing was held with the Planning Commission on July 19, 2021 at 5:30 pm and with the Board of County Commissioners (BOCC) on August 12, 2021 at 6:00 pm.

The public hearings provided elected officials an opportunity to publicly discuss the proposed WVR-2 changes in the Hillsborough County Comprehensive Plan and the Land Development Code.

During the August 12 public hearing, the BOCC voted unanimously to transmit HC/CPA 20-12 Livable Communities Element (Wimauma Community Plan Update) and HC/CPA 20-13 Future Land Use Element (Wimauma Village Residential-2 Future Land Use Study) to the Florida Department of Economic Opportunity (DEO), with modifications made by BOCC motion. The adoption hearing is scheduled for October 14, 2021.

June 26, 2021 Open House

The Planning Commission held an Open House at Beth-El Farmworker Ministry in Wimauma on June 26, 2021 to discuss the Wimauma Community Plan Update. Three sessions were held at 10 am, 11:30 am, and 1 pm. The 11:30 am session was presented in Spanish.

February, 2021 Public Hearings

A public hearing was held with the Planning Commission on February 1, 2021 at 5:30 pm and with the Board of County Commissioners on February 4, 2021 at 6:00 pm.

The public hearings provided elected officials an opportunity to publicly discuss the proposed WVR-2 changes in the Hillsborough County Comprehensive Plan and the Land Development Code.

During the February 4 public hearing the BOCC continued the WVR-2 Comprehensive Plan text amendments (HC/CPA 20-12 & HC/CPA 20-13). The Board also set two public hearings to consider the extension of the moratorium, currently set to expire on May 29, that prohibits new rezonings in the WVR-2 land use category in the Wimauma Planning Area.  These hearings set by resolution will occur at 9 am on March 3 and April 7.  The resolution considers extending the moratorium to December 31, 2021.  After extensive public comment the Board expressed this additional time will allow Planning Commission staff the opportunity to continue working with the affected community and expand the public engagement process.

The second Open House for Wimauma took place in November with two meeting options for the public: (1) a virtual meeting was held via Zoom on Wednesday, November 4 from 6:00-7:30 p.m. and (2) an in-person open house was held at Wimauma Elementary School on Saturday, November 7 from 1:00-3:30 p.m. The public was able to provide feedback on the final study results and recommendations at both meetings. Public notices with the meeting information were mailed to all affected property owners.

An Open House kick-off took place on March 4, 2020 to inform and hear from the community, followed by a participatory workshop from March 5-7. The workshop was a collaborative process with the community, including meetings with stakeholders, a participatory design workshop, feedback sessions, and a final presentation.

Q: Why is this study being conducted?

A: This study was requested by the Board of County Commissioners in association with the moratorium on rezoning applications for properties with a Future Land Use designation of Wimauma Village Residential-2. 

Q: What is Wimauma Village Residential-2 (WVR-2)?

Wimauma Village Residential-2 (WVR-2) is a land use category specific to the Wimauma Village Community Plan area. This category is suited for residential development up to 2 dwelling units per acre, but due to their location, require planned and clustered development on a minimum of 10 acres. The purpose of this category is to reduce the negative impacts of residential development on the environment and to minimize infrastructure costs.

Q: What are the geographic boundaries of this study?

A: This study is examining properties with a Future Land Use designation of Wimauma Village Residential-2 as well as the overall Wimauma Village Community Plan boundary.

Q: What will be produced by this study?

A: This study will result in:

1) an update to the Wimauma Village Community Plan,

2) a Strategic Action Plan for implementing and revitalizing the Wimauma downtown vision, and

3) policy recommendations for the Future Land Use category of Wimauma Village Residential-2.
These recommendations will be presented to the Board of County Commissioners for consideration and potentially result in amendments to the Hillsborough County Comprehensive Plan and/or Land Development Code. Any final policy changes are at the discretion of the Board of County Commissioners.

Q: When will this study be concluded?

Q: Is the County interested in buying my property?

A: No. This study does not seek to purchase private property nor is this a study for the use of eminent domain.
