If the MPO’s Kennedy Boulevard Corridor Study is any judge, there is value in the sum of many small projects. Part of the MPO’s county-wide congestion management program, the analysis got into the nitty-gritty details of what slows Kennedy down. It also reopened a decade-old discussion on the street’s potential to be a gateway boulevard for the city.
