Request for Proposals for Fowler Avenue Vision Plan

The Hillsborough County City-County Planning Commission is seeking proposals from qualified planning consultants to study, develop and provide a comprehensive Vision Plan for the redevelopment of the East Fowler Avenue Corridor. Hillsborough County and the City of Tampa requested that Planning Commission staff coordinate a visioning study for Fowler Avenue, culminating in a Fowler Avenue Vision Plan (Vision Plan). Fowler Avenue traverses through both County and City jurisdictional boundaries each subject to their respective regulations, resulting in inconsistent development patterns along the corridor. Achieving a cohesive vision for the corridor requires identification of policy gaps, acknowledging points of agreement, leveraging existing projects, and coordination between jurisdictions and other agencies.

 

The deadline for electronic submittal of proposals is 5:00 p.m. on May 16, 2022, to Jay Collins, AICP (collinsj@plancom.org) and Mariann Abrahamsen, AICP (marianna@plancom.org). Proposals submitted after the stated closing date and time will not be accepted.

Service providers who have experience working with governmental projects in the Hillsborough County area, as well as women and minority-owned firms, are encouraged to respond.  The Planning Commission is an equal opportunity employer.

Questions submitted by interested parties ahead of the May 2 deadline will be found below:

Q: Does a cover/back page, dividers, table of contents, and resumes count toward the 20 page limit?

A: The 20 page limit does not include the front/back cover, dividers, or table of contents. The 20 page limit does include the cover letter and resumes.

Q: Do all subconsultants for this project also need to be on the Planning Commission’s approved provider’s list?

A: Subconsultants are not required to be on the Planning Commission’s approved provider’s list.

Q: If a consultant is not currently on the Planning Commission’s approved provider’s list, do they need to only submit the Consultant or Service Provider Information Form along with the proposal OR are they required to submit all requested documents listed on the webpage for the RFQ (a. Letter of interest; b. Completed Consultant Service Provider Information Form; c. Three client references; d. W-9 form; and e. Documentation) separately?

A: If a consultant is not currently on the Planning Commission approved provider’s list they must submit all requested documents listed on the webpage for the RFQ. These documents do not count toward your 20 page count limit.

Q: Will all the project data collected from the recent HART TOD project be available for the consultant team?

A: Most if not all of the project data collected from the HART TOD project will be available for the consultant team.
