May 2021 – Over the past year, Plan Hillsborough welcomed five talented new team members who work to support the Planning Commission, Hillsborough MPO, and the Hillsborough River Interlocal Planning Board.
Sofia Garantiva
Sofia Garantiva, AICP, recently joined the Planning Commission as a Senior Planner. Her responsibilities include special area studies and project management. Sofia also currently serves as APA Florida’s Emerging Planners Group Chair.
Jillian Massey
Jillian Massey started in April 2021 as a Senior Planner with the Comprehensive Plan Policy and Review Division. Her main tasks are rezonings, plan amendments, and assisting with the Comprehensive Plan Update. Jillian previously worked in planning in the public sector in Connecticut. She is excited to be on board with the Planning Commission!
Gail Reese
Gail has been enjoying the greater Tampa area as a resident since 2017. She has an extensive background in customer service, research, security intelligence, and emergency planning and response. She is a proud alum of Penn State – Behrend and DeVry University holding degrees in Business and Behavioral Science and Information Technology. Gail has a broad range of interests and hobbies from yoga and theme parks to sci-fi, beaches, and volunteering.
Davida Franklin
Davida’s journey began at the CDC of Tampa working with at-risk youth. She has also worked at the HOPE Community Center, University Area CDC, and St. James United Methodist Church. Davida is thankful for her journey as it brought her to Plan Hillsborough as the MPO’s Community Relations Coordinator where she gets to work on something every day that promotes greater livelihoods and work at an agency that has a great work-life balance.
Andrea Papandrew
Originally from Largo, Florida, Andrea graduated from the University of South Florida’s Master in Urban and Regional Planning Program. Prior to working at Plan Hillsborough, she worked for a consulting firm doing transportation and land use planning for three years. As a Community Planner II with the Comprehensive Plan and Policy Review team, Andrea primarily assists with rezoning consistency reports and updating the Future Land Use element of the Unincorporated Hillsborough County Comprehensive Plan. In her spare time, she enjoys hiking and spending time with her dog, Cassie.

We’re looking for a Planning Analyst to join the Strategic Planning, Environmental, and Research Division. Under the supervision of the Strategic Planning and Policy Manager, this position will have responsibility in helping to move forward updates to policy language for Comprehensive Plans through extensive research and collaboration with the Comprehensive Policy Plan Review Division. This position will also work closely with the agency’s Economist in performing qualitative and quantitative duties and completing related projects.
