Keystone-Odessa Community Plan

The Hillsborough County Board of County Commissioners has directed the Planning Commission to update the Keystone-Odessa and Lutz adopted community plans (Effective January 9, 2001). Planning Commission staff has began working with stakeholders and citizens in January 2010 in the development of the plan updates. The involvement of those who live or own a business in the community is vital in charting the future course for the community plan areas. The plan updates will incorporate changes to the adopted plan vision, goals, policies based on a review of the existing plans and what has been completed, what has not been completed and on variable changes in existing conditions. The Planning Commission managed the development of the Keystone-Odessa Community Plan which was begun in February 1998 and became effective January 9, 2001. In addition to incorporating the Vision, Goals and Strategies, and boundary map of the community plan into Hillsborough County’s Comprehensive Plan, adjustments to densities and intensities, and of the Urban Service Area boundary were also included. Strategies include implementation measures for: rural residential community character; agriculture; commercial character and location; tourist/leisure industries; general development criteria; schools; streetscape/roadways; transportation; and water quality and quantity (wetlands, open space, environment, wildlife, and natural systems).

Land development regulations to address unique development issues identified in the community plan were adopted as part of the Hillsborough County Land Development Code, under Article III Special Districts, Part 3.08.00 Keystone-Odessa Rural Development Standards which became effective August 1, 2002.

Keystone-Odessa Town Center District
The Planning Commission managed the development of a Keystone-Odessa Town Center study which was then used as a basis by the Hillsborough County Planning and Growth Management Department, Planning and Zoning Section to adopt the Keystone-Odessa Town Center District as a land development regulation amendment under Article III Special Districts, Part 3.08.00 Keystone-Odessa Rural Development Standards. The code amendment designates the corner of North Mobley Road and Gunn Highway as a town center district geared to serve the daily needs of area residents, in a scale and design that supports the rural commercial character of the Keystone-Odessa community.
Project Information

The Keystone-Odessa Community Plan was adopted by the Board of County Commissioners on October 25, 2000 by Ordinance No. 00-36.  The Plan became effective January 9, 2001.  The community plan area is located west of the Suncoast Parkway, east of Pinellas County, south of Pasco County and north of a meandering line including South Mobley, Hutchinson Road and continuing east to Lake Park.

The Planning Commission has completed the Keystone-Odessa Community Plan. Plan amendments to incorporate the community plan into the Comprehensive Plan and to adjust densities and intensities within the community have been adopted.  Land Development Regulations (LDR) to address unique development issues identified in the Plan are currently in the adoption process.
