Introducing the State of the System Report for 2021

January 2022 – Hillsborough Transportation Planning Organization (TPO) staff updated the State of the System Report and presented it to the TPO Board for approval in January 2022.

The State of the System 2021 represents the current conditions of Hillsborough County and how the system has been performing since the last update in 2018. This report is the result of a year of data collection on infrastructure conditions including pavements and bridges, crashes, air quality and exposure to emissions, travel time and reliability, and multimodal transportation, such as transit availability and ridership. The report also includes the spending allocation set by the jurisdictions towards investment programs for the next five years. It is a comprehensive report that serves as a data source for TPO partner agencies and jurisdictions to evaluate how the transportation system has been performing in the region, accessing progress towards performance targets.

Transportation performance management is essential for understanding the needs of the community based on its growth trends. It helps evaluate the current conditions of the transportation system and prioritizes investments where there is need, further tracking the progress. This helps to align recommendations with the goals set in the Long Range Transportation Plan (LRTP), and it helps fund projects through the Transportation Improvement Program (TIP).

The report will be updated periodically to reflect the system’s needs, prioritizing measures as part of the TPO’s plan to maintain the goals and vision of the county. This will also help regional partners make informed decisions and prioritize funding towards projects identified in the transportation plan.
