Tampa

The Hillsborough County City-County Planning Commission (the “Planning Commission”) provides long-range planning services for four local governments including: unincorporated Hillsborough County and the Cities of Tampa, Plant City and Temple Terrace. Planning Commission staff is in the process of updating the Imagine 2040: Tampa Comprehensive Plan, and is seeking proposals from qualified planning consultants to provide analysis and recommendations regarding several aspects of the City of Tampa Future Land Use Section, including the Land Use Category Matrix and specified policy provisions.

The deadline for electronic submittal of proposals is 5:00 p.m. on February 11, 2022, to Jennifer Malone, AICP (malonej@plancom.org) and Melissa Dickens, AICP (dickensm@plancom.org). Proposals submitted after the stated closing date and time will not be accepted.

Service providers who have experience working with governmental projects in the Hillsborough County area, as well as women and minority-owned firms, are encouraged to respond. The Planning Commission is an equal opportunity employer.

Questions

Q: Under project overview: “The purpose of this study is to provide an analysis of the Future Land Use (“FLU”) categories in the City of Tampa Comprehensive Plan (the “Plan”) and associated policy provisions that provide a bonus, incentive, or targeted outcomes above the FLU category in the Plan. As the plan categories and related policies seem to all have a bonus, incentive, or “targeted outcome”, is the intent of the project to simply review all of the categories, or just focus on the ones that allow more than the base density or intensity? Can you list the specific categories that are the intent of the study? The scope creep could turn into a complete re-write of the future land use element.

A: The intent for the category portion is to examine the structure and overall density and intensity of all categories – e.g. the ranges, gaps and how they function together. This assumes that certain maximums in categories have built in requirements to meet specific criteria to achieve the maximum, as indicated in 1.a. The associated policy provisions portion separately relates to the listed Policy Provisions under 2.a in the scope

Q: Who are the stakeholders identified in Task 3?

A: There are no additional stakeholders, that provision will be removed from the final scope.

Q: In using population projections as part of the process– does the Planning Commission/city want the consultant to just use the population and employment projections allocated to each TAZ in the 2045 LRTP, or has the planning commission staff created new projections in anticipation of the comprehensive plan update?

A: The 2045 LRTP population and employment projections should be utilized.
