Eyes on 2050: LRTP Equity Needs Assessment

April 2023 – In preparation of the 2050 Long Range Transportation Plan (LRTP), the TPO is applying an equity needs lens across all project areas. This Equity Needs Assessment will consider current transportation needs by examining transportation and health disparities across historically marginalized neighborhoods through GIS analysis. The results will help guide individual project recommendations to address these disparities and move the county towards a transportation system that includes members of historically underserved communities.

The Needs Assessment will identify new projects to address existing transportation disparities by looking at access to jobs with a focus on connective bus service, transportation safety for all modes, and issues of health and chronic disease with a focus on active transportation and air quality (TDM strategies, reducing AADT, etc.).

Extensive consideration will be given to issues and projects identified by the public that are included in the 2021 Nondiscrimination and Equity Plan. In addition, it will consider projects identified by the TPO’s planning and implementing partners. These agencies include the Florida Department of Transportation (FDOT), Hillsborough Area Rapid Transit (HART), Hillsborough County, Tampa, Temple Terrace, Plan City, and the Tampa Hillsborough Expressway Authority (THEA). Consideration will also be given for the inclusion and coordination of regional projects.
