July 2021 – Plan Hillsborough invites the public to the Tampa Heights Junior Civic Association (THJCA) on July 31 for the final reveal of the “Our City” beautification project featuring the work of 20 local youth.
The three-week project involves landscape restoration and a mural is part of FLiP Jr. (Future Leaders in Planning), Plan Hillsborough’s summer youth workshop series for elementary and middle school students.
“This is truly a labor of love,” project manager Davida A. Franklin said. “Love for the kids, our greater community, and the work we do at Plan Hillsborough. From Florida-friendly landscaping to repurposed art, folks should definitely come out to see what we’ve all been up to.”
Mrs. Franklin worked with Fatima Elkott and Nathan Smiley to organize the FLiP Jr. program. Ms. Elkott and Mr. Smiley are fellows at Plan Hillsborough, and they both attend the Master of Urban and Regional Planning (MURP) program at University of South Florida (USF).
Local artists will lead the mural project that will feature paintings on pallet wood and a shipping container. Other supporters of the project are the Florida Bicycle Association, planning consultant Wiatt Bowers, AICP, ELEMENT Engineering Group, and AmeriFlow LLC.

About FliP Jr.
FLiP Jr. is a high-energy, workshop series designed to help young people advocate for city planning and transportation safety in their community. Throughout the series, Plan Hillsborough staff and planning partners deliver hour-long workshops that range from bicycle safety to zoning. This summer, the program is serving 60 youth in partnership with THJCA across three locations in Tampa Heights, Palm River, and Town ‘n’ Country.
